Mr. Lininger is an Associate in the Firm’s Lobbying & Government Relations and Corporate & Business practice groups. He has represented various interests before the Maryland General Assembly including insurers, insurance producers, healthcare, and retail electricity. Mr. Lininger was the Director of Government Relations for the Maryland Insurance Administration. He then established his own government affairs consulting firm prior to joining Semmes.

His legal practice focuses on insurance regulatory and transactional matters as well as general business issues.
