Experience
Mr. Haynes is one of the leading practitioners in the country
specializing in representing private equity firms and management groups seeking
licenses from the U.S. Small Business Administration (SBA) to operate as Small
Business Investment Companies (SBICs). Mr. Haynes regularly counsels SBICs in

clients in ongoing investment activities and SBA compliance obligations, and

investments to carry out the company's investment strategies and insure
compliance with SBA regulatory requirements. Mr. Haynes also represents private
