Perspectives on the 2006 Election

Senate

In District 1 (Allegany, Garrett and Washington Counties), Senator John Hafer has retired but Delegate George Edwards is running for the Senate and will probably be elected.

In District 11 (Baltimore County), Senator Paula Hollinger is not running for re-election since she is running for Congress. Delegate Bobby Zirkin is running in the Democratic Primary to succeed her and is opposed in the Primary by Dr. Scott Rifkin, the brother of Alan Rifkin. That race is too close to call.

In District 18 (Montgomery County), Senator Sharon Grosfeld is not running for re-election but she supports Delegate Rich Madaleno who is running for the Senate and will probably be elected to succeed her.

In District 19 (Montgomery County), Senator Leonard Teitlebaum is not running and Delegates Adrienne Mandel and Carol Petzold are running for the Senate in the Democratic Primary. One other Democrat and two Republicans are running in the respective primaries in that district. This is another race too close to call.

In District 23 (Prince George´s County), Senator Leo Green is not running for re-election and three Democrats are entered in the Primary seeking to succeed him. There is no Republican candidate. This race is also too close to call.

In District 26 (Prince George´s County), Senator Gloria Lawlah is not running for re-election and Delegate Obie Patterson and C. Anthony Muse are running in the Democratic Primary to succeed her in what promises to be a very closely contested election. There is no Republican candidate.

In District 31 (Anne Arundel County), Senator Phil Jimeno is not running for re-election; five Republicans and two Democrats are entered in the respective primaries. Both primaries are too close to call and the eventual winners in the primaries will battle in the General Election.

In District 40 (Baltimore City), Senator Ralph Hughes is not running for re-election. Delegates Salima Marriott and Catherine Pugh are running in the Democratic Primary to succeed him. In addition, four other Democrats are running in the Primary and there is one Republican candidate who is unopposed in the Primary. The winner of the Democratic Primary will be favored in the General Election. The race for the Democratic Primary is much too close to call.

There will be several other Senate races involving incumbents that will be hotly contested in the Primary election or in the General Election. In District 13 (Howard County), incumbent Republican Senator Sandra Schrader will have a tough battle in the General Election against Democrat James Robey.

In District 21 (Prince George´s County), incumbent Democrat John Giannetti faces a tough battle in the Primary against fellow Democrat and former Delegate Jim Rosapepe. The two Democratic incumbent delegates are running on a ticket with Jim Rosapepe in the Primary.

In District 29 (Calvert, Charles and St. Mary´s Counties), incumbent Democrat Roy Dyson will be severely challenged by Republican Thomas F. McKay in the General Election.

In District 30 (Anne Arundel County), incumbent Democrat Senator John Astle will be challenged by current Republican Delegate Herb McMillan in the General Election.

In District 42, Baltimore County, incumbent Democrat Jim Brochin will probably face Republican Douglas B. Riley in a very tough General Election race.

There will be at least one new committee chairman and at least one new committee vice chairman in the Senate to replace Chairman Paula Hollinger in the Senate Education, Health and Environmental Affairs Committee and to replace Senator Leo Green as Vice Chairman of the Senate Judicial Proceedings Committee. All of the other three chairmen in the Senate appear safe in the election. Other vice chairmen may face tough battles to be re-elected.
